The HOPE Programme was launched in 2023 by the Enugu State Government to transform service delivery across three core pillars: Primary Healthcare (HOPE-PHC), Basic Education (HOPE-EDU), and Governance & Transparency (HOPE-GOV). The programme leverages technology, data analytics, and strategic partnerships to track, measure, and optimize government interventions.
